It is imperative to state at this juncture that local communities are allowed to be fully involved in the identification and prioritization of their needs, interest and aspiration of the people of the grassroots, thereby securing their full support for the actualization of meaningful rural development.
Essentially local government areas are centers for socio- economic development since their headquarters attract population increase, increased and diversified economic, commercial and socio-political activities.
The local government authority are created to serve as catalyst of rural development and consequently empowered by the federal and state government through the provision of statutory revenue allocated, grante and aids for the local government to ensure that it is capacitated enough to satisfactorily speed up the rate of rural development in the local communities so that the people of the grass-roots will feel the impact of government for good.
Rural development is a complex endeavor that necessarily requires collective and in inexorable efforts, therefore it can not be actualized without the joint efforts of the local government and the local people no doubt. The local government faces a lot of problem which hinders it from realizing rural development in its areas of Jurisdiction.
These problem includes: Lack of professional and experienced personnel, fund inadequacy, corruption which manifest in form of embezzlement, misappropriation and diversion of public fund meant for the execution of public project that are capable of engendering desirable rural development, political interference or undue manipulation by the state government, ineffective mechanism for internal revenue generation to mention but a few.
The effective contribution of local government towards the acceleration of rural development as a catalyst of rural development. These problems hinders the achievement of local government in the area of rural development as they tend to reduce the effectiveness of the local government in the management and administration of the affairs of the people of the grassroots.
1.2 RESEARCH AIMS AND OBJECTIVES
The aims and objective of this study are to discuss the local government as a catalyst of rural development in Owerri North with a view to discovering or ascertaining the following.
1. To known if the local government has contributed immensely towards the development of Owerri-North.
2. How the local government has successfully and prudently applied the available resources towards the attainment of rural development in the area.
3. To ascertain the problems which the local government has encountered in its bid to realize desirable rural development in Owerri-North.
4. To make recommendation and profer workable solution regarding the potent and efficacious mean of engendering the achievement of rural development by the local government irrespective of the problems which the local government faces.
1.3 SIGNIFICANCE OF THE STUDY ON

To the best knowledge of the researcher this research will help the state government in the preparation of the policy of rural development. It will investigate and ascertain the contributions of local government in the struggle for the actualization of rural development in Owerri –North local government area of lmo state.
Also, this research will certainly reveal the factors that constitute serious impediment hindering the local government from achieving rural development in the area for the interest of the people of the grassroots who desire to feel the impact of local government.
Finally, the researcher is optimistic that this study will invariably stimulate further research in the area and also serve as a data base to aid future research on related topic

Also the study was not sponsored and as a result, the researcher had insufficient fund for the work.
Finally it was very difficult for the researcher to get valuable response from local government personnel regarding whether the local government should objectively be taken as a catalyst of rural development or not depending on the effort it has made so far towards the realization of rural development in the area.

Rural development also means the provision of all necessary facilities that will enable the individual for active participation in the socio- economics, cultural and political endeavors that will enable the individual to maximize the use of his/her talents in contributing g to the economic development of his nation.
Development: Development means growth, increase and change in the living standard of the people, that is people being satisfied on their condition of living.
Development, according to Nwachukwu (2003), is the capacity to grow and change so as to attain sufficient amount in the essential commodities of life such as clean work, good food, shelter, education good-road, electricity etc.
Development also means the process of improving the quality of all human lives, general standard of living of the people as well as greater access to better opportunities of life, security, freedom, social justice and self actualization above all.

2.01 THE MEANING OF LOCAL GOVERNMENT
Local Government is defined as that third-tier of government established by the Federal Government under the constitution at the grassroots level to manage public affairs of the rural dwellers and provide them with the basic social amenities which they requires to live a good life. It is also viewed as a form of devolution of the political power of the state. The local government also means the government of the grassroots which is designed to serve as an instrument for and catalyst of rural development.
According to the united nation office for public administration, local government is the political division of a nation (in a federal system) or a state which is constitute by law and has substantial control of local affairs including the powers to impose taxes and exert labour for prescribed purposes.
Furthermore, it is clear that there exist a distinction between local government created by law and constitution. Thus, the local government that is created by law operates under the Dillion Rule, while that created by the constitution operates under the third-tier system. It follows paribus that the local government created by law (that is the state via its legislation) could be scrapped/dissolve, whereas that created by the constitution has an independent/authonomous status, allotted functions, power organization, structure etc, in operation. Hence local government in Nigeria becomes a constitutional creation sequel to it being enshrined in the constitution of the federal republic of Nigeria 1979 and 1999 in section 7 (1) thus, the system of local government by democratically elected local government councils is under this constitution guaranteed.
